Another year of fragrant grass in green, and spring is in Jiangxi everywhere.

Entering the new century, Jiangxi, like the whole country, has achieved heartening economic and social developments. There is exuberance everywhere, new scenery everywhere. At present, our province’s reform and development have advanced on a new historical stage. It is an honorable and sacred mission in front of us and the common aspiration of Jiangxi 43 million people to continue emancipating the mind, promote scientific development, to speed up Jiangxi to rise, to realize the new spanning. Facing the new situation and the duty, facing the unprecedented opportunity and the challenge, we deeply feel that the pressure is high, the responsibility is significant. For these years, Jiangxi's development has been affecting your heart, friends inside and outside the province, got your a lot of support and help. This is the source of power which prompts our cause forward unceasingly.

According to the Party Central Committee’s unified deployment, at present, a pilot work of studying and practicing scientific development concept campaign is developed in the leadership of our province and various units directly under the province, and a campaign of studying theme of continuing to emancipate the mind and giving impetus to scientific development was launched in the entire province. Promoting Jiangxi new round great development by the new round mind-emancipating at the new start, is a big article, a new topic, also a long-term arduous exploration practice process. In this process, many new situations need to know, many new problems need to solve, many new contradictions need to resolve. We hoped sincerely, the friends inside and outside Jiangxi, who have cared about Jiangxi province for a long time, pay attention to this lively land as always. For instance, how to understand the Jiangxi provincial situation further; how to improve the socialist market economic system further; how to expand the breadth and the depth for the opening to the outside world; how to explore the realization of diverse patterns of the public ownership system, to devote major efforts to develop the private economy vigorously; how to optimize environment of investment and development; how to plan and construct ecological-economic zone surrounding Poyang Lake; how to deal with the relationship between carrying forward new pattern of industrialization and the construction of ecological civilization; how to raise the level of urban planning, construction and management to advance new urbanization in Jiangxi; how to stimulate the vigor which all people start their undertaking to speed up Jiangxi rejuvenating and people’s prosperity; how to improve the livelihood of the people, and to promote harmonious society; how to advance the socialist new rural reconstruction to enhance the level of overall planning for urban and rural development; how to develop the cultural industry to promote and prosper Jiangxi’s culture; how to deepen the cadre and personnel system reforms to strengthen leadership and cadre team, and so on. All these, we sincerely hope friends use your good qualities to state opinion positively, offer advice, propose the penetrating judgment.

We are fully aware that a good suggestion is worth more than a thousand pieces of gold. Regardless of informed theory, or concrete proposal; rigorous countermeasure, or random thoughts, are all full of everybody's painstaking care and emotion. We know well the key that promotes Jiangxi’s new round development is talented persons. No talented persons means no hope, no talented persons no future, no talented persons no anything. Therefore, we decided to recruit high level talented persons to work in Jiangxi, who have doctor   degree or post-doctorate from the whole nation, while continuing to pay special attention to personnel training and bringing existing talented persons into full play.
