December 13, jxcn.cn – Twelfth Jiangxi Provincial Congress of CPC (Communist Party of China) was opened in Nanchang, Capital of Jiangxi Province December 12, 2006. Meng Jianzhu, Secretary of Jiangxi Provincial Committee of the CPC, delivered a report intitled "Adhere to  scientific development, promote society harmony, make another stride on the risen point" , on behalf of the Eleventh Jiangxi Provincial Committee of the CPC.

The five years since the Eleventh Jiangxi Provincial Congress of CPC have been an extraordinary period, said Meng. In the past five years, the remarkable success achieved in Jiangxi was the economic and social development had jumped up a new step. It is estimated that, in 2006, the GDP in Jiangxi will reach 461 billion yuan, 112% increase over 2001; per capita GDP 10,660 yuan, up 104%; fiscal revenue 52 billion yuan, up 159%; the total volume of retail sales of consumer goods 142 billion yuan, up 86%; the per capita disposable income of urban residents 9,400 yuan, up 70.7%; the per capita net income of rural households 3,572 yuan, up 60%; the proportion of the three industries was adjusted from 23.3：36.1：40.6 to 16.9：50：33.1.

The report said, in the next five years, Jiangxi's major goals are: GDP will reach 1,000 billion yuan, fiscal revenue 100 billion yuan, on the basis of optimized economic structure, high economic returns, low consumption and environment conservation; the per capita disposable income of urban residents is to reach the national average level, and the per capita net income of rural households is to be higher than the national average level.

The report points out that, in order to achieve the goals, Jiangxi should implement six development strategies as follows: put industrialization as nucleus of economic development, accelerate Jiangxi changing from an agricultural province to industrialized province; coordinate development in urban and rural areas, economic and social development; adhere opening up to the outside world and reform policy, establish a more vigorous and wider opening economic system; rejuvenate Jiangxi by science, education and talents, strengthen the province's creative ability; build up the province by ecological approach, adhere to sustainable development; do pioneering work to make Jiangxi people rich, increase people's feeling of happiness.
